Comprehensive strategic regulation is not provided under constitutional law so far. The federal government has specific legislative mandates and a catch-all responsibility. The cantons’ once considerable freedom of action is now restricted. In their role as owners of energy supply companies, some cantons have recently been overburdened. It is suggested that the performance of public duties should be reconsidered.
