Switzerland’s path to net-zero by 2050 involves complex trade-offs between emissions, costs, resilience, and societal priorities, making transparent and inclusive decision-making difficult. The SURE project addresses this challenge with a modular, web-based Decision Support System (DSS) that transforms complex model outputs into clear, comparable insights and facilitates structured stakeholder dialogue. Rather than prescribing a single optimal pathway, the platform guides users through selecting scenarios, defining evaluation criteria, eliciting preferences, and analyzing outcomes using advanced multi-criteria methods and scenario testing. Its three integrated tools, the MCDA Calculator, Weight Elicitor, and Scenario Analyzer, enable users to explore trade-offs, test assumptions, and assess robustness under uncertainty and potential shocks. Applied in real stakeholder workshops, the system has proven effective in fostering discussion, clarifying values, and improving usability through iterative feedback. By bridging the gap between technical modeling and practical policymaking, the SURE DSS supports transparent, accountable, and consensus-oriented decisions, while remaining adaptable and scalable for broader use beyond Switzerland.
