Publication of evaluated legal requirement to a resilient and sustainable energy system

The report deals with capacity mechanisms in the electricity sector. It starts from the situation in Switzerland with the winter reserve, the discussion about reserve power plants, and the electricity agreement with the EU. It shows which (mainly financial) measures are currently in force and for what period of time, and which further special efforts are being made to achieve the energy policy goals with regard to electricity supply. Ultimately, the question is whether the electricity market design, which is essentially based on an energy-only market, needs to be complemented by further instruments. In recent years, other countries have been moving towards capacity markets. Switzerland will be affected by this development, at least indirectly. The regular regulatory framework must be able to provide sufficient legal certainty for the construction of new production plants and enable stable medium-term development. The report provides an impulse for thought regarding balancing sustainability and resilience.
